acmilan was hunting huntelaar and dzeko, it looks like both play next year in germany, acmilan only bought a defender the name i dont know anymore

inter dont have the money to buy real improvements (maybe carvolho)

juventus (dont have the money for diego, so they tranfer the money in the next years, and i think werder was very stupid to allow this, especially for this little money)

Well the fact that Juve signed Diego from Germany's 2nd largest club probably means that you're wrong.

Aside from Bayern, how much money have the Bundesliga clubs spent in recent years? Not much I'd wager.

Last summer Milan spent quite a bit, and Inter have already bought Milito and Motta. Juve have bought Diego and are on the verge of spending 20 million euros on Melo. Those two acquisitions alone takes their spending to over 40 million euros. Inter have managed to hold onto Ibra, and he is the highest earner in the world.
    Napoli have strengthened their squad.

Out of all the clubs he mentioned, he has a case with Milan, but they are not representative of Serie A, just some demented place where taxes and a poor billionaire restrict spending.

well do you think that players get swapped with cash briefcases?
Multi-million transfers between club are very rarely one-shots, normally they are spreaded and parceled out for the better interest of the parties - ie accomodate balance sheets and exploit financial tricks.
For istance, it could even be a better option for Werder books to spread the income in multiple years, who knows?

Juve have spent over 40M already, and most likely Inter will match that. Smaller clubs like Napoli and Genoa are spending heavily. While Serie A clubs may not have the money teams like Real, Chelsea, & Man City have, overall they are spending quite reasonable amounts.

You may laugh, but that's actually how we do it in the Bundesliga most of the time, even when it comes to large sums. Maybe it's because clubs over here actually only spend the money they have. But you are right that splitting the money can make sense, e.g. to save taxes.

If 'spending power' was definied by the revenues the clubs actually generate themselves, and not by the loans they get from banks, or money provided by sugar daddies etc. - so if the competition was actually fair - Bundesliga clubs would have much more spending power in Europe than they have now.
