Wages has something to do with it, but mainly it's prestige. Italian clubs have a pedigree that German clubs don't. Of course, if a club like Juve were offering 1 million euros, and Bayern 4 million, then the player would pick Bayern. But if it was a case of a million or so, the player, in my opinion, would pick Juve.
English, Spanish, and Italian teams have the advantage of allying their prestige with financial clout.
Notice that pedigree is not only European success. For example, Bayern have won twice as many CL trophies as Juve, but Juve have a charm that Bayern don't (notwithstanding Juve's checkered past).
Just how I see it...
when it comes to prestige in europe only milan is in bayerns league from all italien clubs, not to mention the arena and spectators

I honestly think Inter and Juve, as much as I dislike them, are more attractive clubs than Bayern Munich.
And despite Milan's current sorry state, Milan is not only in Bayern's league, but in a league far higher than Bayern when it comes to getting players.

the starting XI that beat Chelsea in the youth cup last season contained 7 scousers, a German, a Finn and ONE Spaniard (Ayala) IIRC I believe the Chelsea team was at least half foreign with Heinman, Ahmed, Bruma, Kakuta, Meilis and Sala all starting.

they made an example of Chelsea because there had been a complaint against them which was upheld. Chelsea had already a suspended sentence from a previous case. This wasn't entrapment or looking for a scapegoat, Chelsea had been warned once and ignored it. The fans should be angry at the club, not FIFA.

and it came out ages after the transfer. Chelsea can't moan that they're being picked on, Fans should be screaming for blood, but from Kenyon not FIFA. They should have either paid off the accuser, (see Johnny Evans) or bribed the judge (see Steven Gerrard) or not done it in the first place (see Shaggy)
I wonder if the ruling applies to players already at the club, but not registered to play. Players out on loan for example wont be registered.

Whilst I think it's funny because I don't really like Chelsea, I have to question some of the decisions from the men at the top of football recently.
Eduardo getting banned is absolutely ridiculous - if he does get banned then every single player who does it around the world has to as well from now on. Somehow I can't see Nani getting a 2 game ban for a dive against Portsmouth.
Rafa getting fined for post game comments when most managers do exactly the same on a weekly basis and get nothing.

yeah money helps a lot to look attraktive (how many money has inter invested in this decade, hundrets of millions), from history and prestige both clubs have no chance, but the healthy times for both clubs are over

What makes all this particularly fun for me is that it throws a spanner in the works of the one club looking solid so far. Man U and Liverpool look dodgy, Arsenal keep selling their experienced players, City have Hughes and Spurs are Spurs. Chelsea haven't been playing that well, but they haven't really come close to being beaten yet. I had them as favourites, a few other people did too, now a bit of bad luck with injuries and they'll have to play the kids. And Chelsea's kids aren't particularly good from what I've seen.
