Surely if you want to do that comparison you have to add in all leagues (2nd Bundesliga gets decent attendances too, I believe). Putting it in perspective :
Germany has 82M inhabitants so that makes 40,850/82M =~ 1 person watching per 2000 inhabitants.
Holland has 16.4M inhabitants => with 8200 spectators per match we should be on par with the Germans....
Needless to say that the Eredivisie (most entertaining league in Europe) easily beats that
