Players from Serie A may not be out of reach though - like Ibrah, De Rossi or Buffon.

So EPL players aren't mercenaries but players from Serie A are? scratch

Top four EPL players are less likely to move to other top four clubs. Wouldn't rule it out, but its less likely to happen.

With Cesc I agree with rosicky that it would only be to barca or Real. He's not a mercenary.
Except that he went for the money when he left Barcelona for Arsenal. Whistle
but yeah i highly doubt he would ever move to City or anyone from the top 4. also the top 4 has the money to say no and they wouldnt risk inviting another club to their privat group.
Villa might be an option because Valencia are in heavy debt so anything over 60 mil euros would prob be accepted allthough it is questionable whether he would do it.

How about Tevez? He hasn't been tied down permanently by Man U.

The others are right...Robinho wanted money and had burned all his bridges, hence he went to Man. City. But until this team of theirs starts becoming contenders in the league/CL and/or wins a title or two, they will not be able to attract international world class players (which Robinho isn't quite anyway) like Chelsea can do nowadays. Plus Chelsea were already finishing around 4th/5th and getting in the CL when Abramovich took over, and are in London...that automatically gave them a chance of "Level B" players as well.

Man. City are still working their way up from "Level C", or worse.
