I think they would struggle. Everton would, anyway. Man Utd would probably get the same deal as Milan. It's not an absolute rule, but I do think on average English teams pay more. The point is for Everton (or Spurs, Villa, Man City) is that they are known to be wealthy (all that tv money) but do not have the same draw as they don't have champions league or anything. So they could try and sign the player Milan are offering 10m for, but they would fail, as the player would always choose Milan - unless they outbid them and Milan backed out. Felliani would not have cost Milan £15m. For extreme example, think of how Man City signed Robinho ahead of Chelsea. For these level clubs, the choice is either buy inferior players who are not as in-demand (at more reasonable prices) or try and compete for players above their level and overpay.
Add to this the fact you surely must acknowledge that the transfer market between EPL teams has inflated prices beyond any other in football and it simply is more expensive for an EPL team to buy players (but they have more money, and can sell at inflated prices to other EPL, so it's kinda relative - but you were only comparing amount spent).
