Which player has played the least matches while being fit. I'm talking about (luxury) fringe players, who are fully match fit, but hardly make the bench if at all, let alone play. Transfers are allowed as long as they get little or no playing time.

Diao is a good call for starters he only played 12 matches a season on average throughout his carreer. Was hardly used anywhere he went.
Have a feeling there must be far useless players. Can't think of one at Feyenoord we prefer useless players in our starting line-up.

According to Wikipedia Dong made 1 senior appearance for united in four years (which I presume means league and CL) before being sent back to China

I suppose backup goalkeepers are a different category but Dudek has made 1 league appearance in a year and a half.
Javier Balboa was given a shirt number with the first team in two seasons and he made only 6 appearances.
Carlos Diogo ended up being fairly useless...was bought in 05-06 the same season we bought two other right backs (Sergio Ramos and Cicinho) in addition to Michel Salgado (yes, your arithmetic is correct - that made FOUR right backs). Not sure how many appearances he made but it wasn't that many...then he went on loan and then he was sold outright. Decent player though.

he started 1 game, the league cup defeat to Coventry, they lost 2-0. I think he came on as a 90th minute sub in a couple of meaningless end of season games.
Fergle ruined his career to make a quick buck. I wonder how all those Chinese fans felt spending a weeks wages on a shirt with Dong's name on it only to find out they'd been conned.
