Are Wigan really that fantastic? Palacios was a Wenger reccomendation and Valencia was at Villarreal and had just 'starred' in a World Cup. Figeroa perhaps, but he came from the same club as Palacios.
Well they've signed quite a few players over the last few years that either noone else wanted, or they just hadnt heard of them..and most have turned out to be great buys either for what they've brought to the team or the money they've got for them later..or both. So yeah, I would say they've done a pretty good job.

they're not all Catalans though (like Iniesta, Messi, Motta, Arteta, Reina, De la Penya, Amor, Dos Santos, Gai Assulin) so we also pick up some players elsewhere, often from far and wide.
also, even if they are Catalans, you still have to spot their talent early on and bring them to the club, and develop them.
