Why do midweek Bundesliga 2 games kick off around 4pm (5pm CET) , does this have an adverse effect on crowds as I would imagine people will be at work until that time and won't have to get to the ground? Is it a trail or something as the Bundesliga 1 don't kick off at that time?

Well its rare that there are midweek games in the 2nd Bundesliga. And the games started that early because later were the 1. Bundesliga games.
The teams were probably not happy with that but thats how it is.
