It's a disgrace that a handball 15 meters away from goal results in a team basically getting a free goal. In my opinion, only fouls that deny a goal scoring opportunity should result in a penalty. All other fouls inside the box should be indirect free kicks. What say you?

Which one is a goal scoring opportunity and which one isn't?

For instance, is a accidental hand ball on a cross denying a goal scoring opportunity?

No... Because accidental 'hand ball' isn't a foul in the first place

Not entirely true. In the first leg of the Round of 16 Champions League match, Walter Samuel (Basel) was booked and a foul was given to Porto for a handball that looked very accidental was near the touch line quite a good distance from the goal. All I am saying is that not all fouls are created equal.
