Like I said earlier: Get rid of the Gold Cup, and start a new Copa America for both North and South America, with 16 teams qualifying for it. This will solve the problem, and most probably improve the importance and image of the competition.

the whole process of the Copa America is weird anyway, I mean, "inviting" countries into your confederation's tournement is just utterly bizzare. Japan even played in the Copa once :shock , although of course with Mexico and the USA playing it doesn't quite look so alien.
The Gold Cup is a waste of time too. It always ends up with a final between Mexico and the USA who are streets ahead of any of the other nations in that confederation
