Heerenveen is doing well on all accounts : nice atmosphere, nice new stadium, almost always a capacity crowd, they're one of the favourite second teams for all Dutch football fans and they're consistantly scouting good players and making profit on players....
(must have hurt like hell that we finished above them last year )

Arsenal shoe string budget (200M€)? Well they are if you compare them to Chelsea and perhaps Man U but compare that to clubs like Villarreal (aprox. 40M€), Osasuna (15M€) or even Sevilla (50M€).

In England- West Ham.
West Ham have one of the best academies in Europe in terms of the number of internationals produced for country, strong fanbase, great (if compact) stadium, play attractive football, and perform well on a very small budget in a league completely overrun with clubs with mountains of money..

I would usually say Ajax.
There only downfall is the fact they let top quality players leave for effectively nothing.
Most of the Ajax side of 95 left on Bosman frees.

That is one problem Ajax should eradicate.

there has only been a few of those, If you look at signings like Keane, Beckham (well he ws 14) Schemichael, Cantona, cole + york partnership, RVN, Soskjare, now where near as bad as Newcastle
Business side, no one compres to Man U though, we used to be the second team in Manchester, now we are the second richest in the world (think RM have taken us over). We are by far the richest self finaced club in the world also, RM and Italian clubs all have very wealthy backers and laws that mean they dont go bust when they do a leeds.

Everyone's made good signings, us included. But a well ran club doesn't waste tens of millions on Veron, Djemba Djemba, Kleberson etc etc. Also £30m on Ferdinand wasn't great business.

You even agreeded that he's Englands best centre back since Bobby Moore.
By the time he leaves we would probably of had 6 - 7 great years of service. He's unreplacable for us as well.
As for West Ham its funny really, two years ago people were demanding Terry Brown resigned.
