    The rule:

    Every club participating in a UEFA competition requires to have 6 or more players, who between aged 15 and 21 played for at least 3 years for the club or another club from the same league, in their 25 player selection.

    For the 2008/2009 season 6 will be increased to 8.

    The Dutch FA is complaining about the definition of local based player & what it leads to. More and more often young players aged 15 or 16 get signed by clubs from big leagues. They fear the situation will only get worse.

    Glad we finally raise the issue. It's a disgrace we train youngsters as of 6 years old & before they can play for the real team, somebody else steals them

    Reggina are furious after they lost starlet Vincenzo Camilleri to Chelsea. Manchester United were also chasing the 15-year-old defender, but The Blues have won the race for his signature. Reggina were ready to offer Camilleri a professional contract when he turned 16 early next month - but they have been informed that he has already agreed terms with Chelsea. Camilleri travelled to London at the start of this week and the move was sealed, but the deal has infuriated Amaranto president Lillo Foti. "They let him sign a contract but will obviously use it only from March 7th - when he turns 16," fumed Foti to Corriere dello Sport. "But it is only a mirage to follow the rules, because his father told me that they have already signed."

    Not happy

    Foti is angry to have lost one of his best young players and he insists Italian football needs to do something. "This is not only a problem for Reggina, but for the whole of Italian football," he bemoaned. "We have worked a lot on our youth setup and then someone from abroad comes and signs our players. "As a club we have tried to defend our asset for our own interests as well as those of Italian football as a whole. "We were also trying to follow Italian Football Federation recommendations by showing support for our youth side, but another young talent has been stolen away. "This happened because it was a club of Chelsea's size, but now we will be asking the FIGC to help us search for compensation and to launch a complaint."

    Chelsea are yet to agree terms with Reggina, who are due compensation, but given Camilleri's age, they will only likely receive a nominal sum.

    I don't have to fucking agree with everything Arsenal does (same goes for Feyenoord)

    Stealing teeners is a disgrace and the local based player rule is stimulating it. It should be a local raised player rule.

    It's not good for footy either, because English big clubs gobble up loads of foreign youngsters, there own kids gets less chances. Furthermore these clubs are so big it takes far too long before the kids get playing time. A 16 year old is better of at a Dutch club than at an English top club, True Story.

    If you criticised Arsenal's policy then fair enough. A lot of Arsenal fans I know forget that they were the ones who effectively started the idea of bringing in young foreigners. I criticised our pitch, but said anyone with good skill levels should still be able to play on it (as applies to nearly all 'poor pitches').

    And the whole Chelski thing is now 4-5 years old. Even the press have stopped saying it.

    Another case of good intention, poor implementation by the authorities.

    The intention of this rule clearly was to put some onus of developing youth players on to the big teams, who just kept buying the talent at 21-22.... but the rule is so poorly drafted, that it has just made the situation worse - now big clubs are "stealing" talent at a younger age for a nominal fee!!

    It is very sad. I think they should stop some of the following things:
    1. Players below 18 should not be allowed to play abroad
    2. Youth player contracts should be made tighter legally, just to ensure that the small clubs recieve adequate compensation
    3. Perhaps players below 18 should only be allowed to move on loans - that would completely stop the stealing!

    Oh well it doesnt bother me we have the best academy in UK, with 17 players in our first team squad aged under 23. Whilst 9 of them have come through from the Academy. (would have been 10 but Miller has just left to WBA).

    Schmichel, Richards, Onuoha, Logan, Johnson, Ireland, Etuhu, Evans and Sturridge. All look brilliant prospects and i think Richards, Johnson and Sturridge having great chances of being in the England team (alongside Joe Hart) come 2010 World Cup.

    Sturridge played for our young reserve side today against Preston and scored his 9th goal in 6 games since coming back from injury. Also nice to see Caicedo score his first City goal.

    Wish other English clubs would rely on their own academy a little more (includes Arsenal). Buying shitloads of talenetd 15-18 olds does mean you have NO youth academy.

    Sometimes i think its ok to bring some youngsters from abroad cos you obviously cant have a starting 11 of academy players but somethin has to be done to increase the introduction of academy players to clubs first teams. I think the introduction of having 7 subs will help but i think they have to have some kind of minimum requiremnt of acadmy players in the teams squad.

    The problem is Academies take time, patience and money to be successful and a lot of teams just cant be bothered investing time and money in them. We started ours many, many years ago and have had many youngsters come through and not made it at the club and now play for teams in the Championship, League One and League Two.

    However, now we seem to have found the secret ingredient and year after year are producing great players for the future. ( i can name 5 or 6 lads in the U18s now who look like brilliant prospects and our U18s are yet again kicking ass in their league losing 1 in about 25 games). Also the ones we have sold have have helped fund our future investment, SWP went for £21m, Barton £5.8m whilst many like Miller, BWP, Mears, Etuhu, Croft, Elliott etc have all gone for around £1m each all with sell on clauses.

    Not only is it fantastic seeing kids come into the side who have been at the club many years and have an effinity with the club but it also helps the first team that many are of the same age and have bonded off the pitch as friends, which in turn helps create a better team spirit.

    Fully agree. Love watching our own younsgters make the first team too. Pity we don't have players any more who spent their entire life at the club (say from 7 until 37), but at least we get Gio who play from 7 until somewhere in their 20s and then return.

    Do think UEFA crated an easy way out for the clubs who don't want to spend time and money by coming up with this ridiculous local based player rule. Now you can buy local based players by raiding other clubs.

    The rule should be local raised. Ie before aged 15 at the club or in the club's country & no transfers below that age (unless with permission of selling club & FA, it can be useful for players from small footballing nations to go to a big academy).

    Most youngsters start their career at clubs and then leave at vey early ages to join academies. They werent all signed from other clubs some where at other clubs and let go and we picked them up and a couple where signed. HOWEVER, they were young when they joined us. Sturidge was 13 when he left Coventry, Etuhu was about 11, Johnson was at Leeds, Feyenoord and Everton but none wanted him and we signed him at a very young age and Richards was 13 when we got him from Oldham. We are the club who have nurtured their talent and they have come through our academy.

    You are just being picky and trying to put down our academy, if want to play that game then we are to thank for Giggs being one of the best players of the last 10 years. Whilst gary Neville started off at Bury...so does that mean they are to thank for his progress?

    I'm not trying to put down your academy, I'm just stating a fact, which IMO is better than "we are super duper we are". Personally i wouldn't call Man Citys academy the best until some of these kids properly make it. So far they have nothing to compare with the players that have come through at Pool, Man U, and West Ham.

    Sure, but we can't judge academies on what players(prospects really) MIGHT make it big. We need to look at the finished products.

    It's more a league rules situation than a big club vs. small club thing, because the English sides have even f@cked Barcelona over.

    We've already lost Cesc, Pique, Merida, and Pacheco in this manner to 3 of the top 4 English clubs. And Chelsea were seriously tapping up 2 or 3 others, but they were somehow convinced to stay. They're all a f@cking disgrace.

    U16s, U17s, U18s then two reserve teams one of which is for the U17s and U18s to make sure they get more games and against better quality players. The other reserve team is for other U18s and first teamers.
