Slipped through the net, but this could well be important in future transfer windows. The EU, as usual, manages to save the day when it comes to the majority of transfers however.

He shoots, he scores . . . but does the foreign striker with the lethal left foot have the required language skills to cut it in the Premier League?

Foreign footballers from outside the EU will be barred from joining Premier League clubs from October unless they can speak simple English under new immigration rules.

The English test forms part of a points-based system that will cut the number of immigrants entering Britain by about 20,000 a year. But ministers have decided to exempt performers at specific festivals, including Edinburgh, Glyndebourne, Glastonbury, Wimbledon and the London Marathon.

The new rules will apply to all skilled workers — including footballers and managers — from non-EU states. The Government planned originally to insist that they understood English up to GCSE level but this was changed amid fears that it would rule out too many players, such as Manchester United’s Ji-Sung Park, from South Korea, and Carlos Tévez, from Argentina, and Arsenal's Denilson, from Brazil, who have struggled to master the language.

The Home Office document said that workers would need to demonstrate “an ability to understand and use familiar everyday expressions and very basic phrases, to introduce themselves and others and ask and answer question about basic personal details”.

Liam Byrne, the Immigration Minister, said: “I am afraid they will have to speak English. We do not want people coming to work alone
. We had originally suggested requiring everybody to have English to GCSE level, but a lot of people thought that was going over the top.”

He added: “Footballers earn enough money to pay for professional tuition.”

Would-be immigrants will have to prove to entry clearance officers abroad that they can speak English to the required standard before they are given permission to come to Britain.

Companies wishing to hire immigrants from outside the EU will have to show that they cannot find British workers by advertising the post for up to two weeks. As well as passing the English test, immigrants will have to show that their proposed work is skilled, that they will earn more than £24,000 per year, or are well qualified.

The Home Office suggested that12 per cent of non-European migrants — about 11,000 — who arrived last year under the existing work permit system would have been refused. A further 12,000 would have been kept out under separate rules applied to groups such as sportsmen, performers, charity workers and ministers of religion.

The new rules will not apply to performers coming to named one-off events. They will not require points but will need a newly created “business visit visa”.

Mr Byrne said: “British jobseekers will get the first crack of the whip and then only the skilled migrants we actually need will be able to come.”

He added: “These rules won’t affect the movement of people in Europe but will create a much tighter regime for anyone who wants to come here from outside Europe.”

Another annoying level of bureaucracy's with regards to foreign transfers, which will mean players like Anderson may have spend a couple of months on loan after they are purchased learning the language before a permit can be granted.

If I were running English football, I too would implement ridiculous rules like these in order to preserve the number of English players in the league. Every year more and more English players are losing places in starting XI's to the much more talented foreigners. Something HAD to be done to close the borders to these "filthy, greasers that take our jobs even though they're much better at it than we are". Biggrin <Ale>

Stupid rules. If they can afford tuition outside, they can afford tuition inside the country.

Tevez is the one who needs to get his arse into gear. He's been here nearly two years now and I'm sure I've heard Mascherano do an interview in English who came at the same time.

I mean even Beckham conducted some interviews in Spainish.

Some of the other Spanish posters can correct me if I'm wrong, but Beckham said f@ck-all in Spanish in his time at Madrid. He basically learned "hola" and "puta madre"

That'd still be more than Tevez has done in English.

He did do an interview on Revista that was in Spainish even if it was only very brief.

Communication is the most important thing in this Babylonic football world... You English have an advantage that most of the people speak English (a bit) or learn the language quite quickly in comparisson with, for instance, the Dutch....

There are so many players in the Netherlands who don't understand why they should learn Dutch... it leads to many communicative errors... Dutch people are mostly to "good"for those lazy players so they try to learn the language of the foreigner. He has to feels at home in our country (rediculous). If you don't speak the language of the country you live in you'll never feel really confortable

Most of the time those players who are too lazy to learn the language are future failures... They don't show commitment and eagerness to prevail in this hard football world.

what if you go on loan for 6 months? or even have only a 2 year contract? how long does it take to learn dutch, spanish, italian etc? and when you leave the country is it good for anything, spanish yes, but italian is only spoken in italy.

Footballers have time and money for tuition so they should learn. Ricardo reminds of something else though. The dutch seem to speak many languages without problems but that is becasue they learn them when they are young. It's far harder when you are older. Another problem for footballers is that they are not normally educated to a good level, eg rooney barely speaks english, so how could anyone expect him to learn spanish or italian if he ever went to play there.

    ok

My best 2nd Languages are French & Portuguese, I'm not that fluent at either, but I can get by, if I get lost in either country. It helps massively that I started learning them when I was younger... Spanish & Germanwas more difficult to pick up as I was older when I started learning them, and Dutch is one of the harder languages to learn from what I've heard.
