bear with me, here, it took a little time to work out.
My suggestions for the remodelling of the CL and UEFA cup are based on the following premises:
- UEFA and the participating teams need enough games to earn sufficient television money
- the UEFA cup needs to become more prestigious
- the old 2nd group stage (4 groups of 4 teams) was the most exciting league format developed so far
- I quite like the current groups of 5 with only one encounter between any 2 teams.
- UEFA consists of 53 members with their respective league, league champions and cup winners.
Therefore I have designed the following format.
July:
CLQ1: 14 x preliminary CL qualifiers for the lowest 28 ranked champions over 2-legs. Winners go to CLQ2
August:
CLQ2: 18 x 2nd CL qualifying round with 14 winners from CLQ1, 13 champions from countries 15-27, 2nd place teams from countries 9-14 and 3rd placed teams from countries 6-8. followed by:
CLQ3: 14 x 3rd rd CL qual with 18 winners from CLQ2, champions from countries 12-14, 2nd place from countries 7-8, 3rd place from countries 4-5 and 4th place from countries 1-3.
meanwhile in the UEFA cup you would have (in August):
UQ1: 18 x 1st qual with 31 lowest ranked cup winners and 2nd place teams from countries 17-21.
UQ2: 18 x 2nd qual with 18 winners from UQ1, cup winners from countries 15-22, 3rd place from 15-16, 4th place from 11-14, 5th place from 9-10 and 6th place from 4-5.
September:
CLQ4: 10 x qual with 14 winners from CLQ3, 2nd place from 4-6, 3rd place from 1-3.
CLQ5: 8 x last qualification stage with 10 winners from CLQ4, champions from 9-11 and 2nd place from 1-3.
in UEFA in September:
UQ3: 32 x qual with 18 winners from UQ2, 14 losers from CLQ1, 18 losers from CLQ2, 3rd place from 11-14, 4th place from 9-10, 5th place from 4-8 and 6th place from 1-3.
UQ4: 32 x qual with 32 winners from UQ3, 14 losers from CLQ3, cup winners from 7-14, 3rd place from 9-10, 4th place from 4-8 and 5th place from 1-3.
October-December:
In the CL, the 8 winners from CLQ5 join the champions of countries 1-8 in a format with 4 groups of 4, each playing each other home and away. The first 2 of each group progress to the last 8 to be played in the spring.
In the UEFA cup, the 32 winners from UQ4 join the cup winners from countries 1-6, the 10 losers from CLQ4, and the 8 losers from CLQ5 in a format where 8 groups consisting of 7 teams each play in a format where each team plays 3 games at home and 3 away but only plays each team once (as in the current UEFA cup group stages).
February-May:
The CL reaches its climax with the last 8 going through (winners and runners up of each group) and playing QF, SF and final in a knock-out format.
In the UEFA cup, the first 3 of each group (24 teams) join the 8 poorest performers from the CL in a last 32 knock-out stage.
The above format ensures sufficient games for everyone, opportunity for every team to do well at any or their most appropriate level, and greatly increases the draw for the UEFA cup with so many games and a lot of evenly matched teams. Meanwhile, the big guns can meet each other in the CL.
