Don't you think that you're writing him off a bit too early? Kroos' talent is undisputed, what he needs now is an environment where he gets match-practise to gain some experience. The Pillendreher are an excellent choice in this regard.
Could become a win-win situation for all involved. Leverkusen strengthen their side and will probably even challenge Bayern for the title; Kroos can play in one of the most attacking teams of the league; and in two years Bayern will get back an hopefully much matured Kroos who then will be ready to become a starter for them.
