1. özil (no other german players has his vision, technique, passing and goalscoring threat from the midfield)
2. mertesacker (best german defender by a mile)
3. ballack (is the most intelligent and experienced player we have, and leader)

He isn't good enough for that role either. I would put both Podolski and Ozil over him to play there.

Horsecrap.
He doesn't have the legs for that.
His best qualities are - size, heading ability, arriving in the box at the right time, two-footedness and great shooting technique.
He should play here:
.............GK.............
RB.....CB.....CB.....LB
...CM/DM...CM/DM
RM......................LM..
........BALLACK...........
............CF.................

He is brilliant in that role - its where he played in 2002 World Cup.
It makes the most of his strengths and covers up his weaknesses.
He also shit on Man U for Chelsea in that role when Lampard's mum died of shame.
He is ok at passing but no more than that, his tackling is average, he is not an athlete - he is one of the best headers of a ball you'll see and a great finisher.
Its obviously the position for him to play.

We are just about to enter 2010 Pierre. The 2002 WC was a very very very long time ago.
He doesn't have the energy or dynamism Gerrard has to be able to do this role well which is the main reason it wouldn't work. You would just be left with an immobile link between midfield and attack. You would be forcing Lampard football onto Germany by doing this.
Anyway for England I would say
1) Rooney
2) Rio
3) Johnson

If he went down injured, it wouldn't be a huge loss for England.

If VDV went down injured you would still have Sneijder or even Seedorf.
