Personally, Ballack. The question merely ask whose the best and not who made the biggest impact in the EPL.
For me Ballack is just ahead of Essien. He can pass, tackle, brilliant in finding space, clinical finisher and header of a ball. He has everything...
Not his fault that Mourinho doesn't make Essien and him to be the focal point of there midfield, without Lumps unballancing it...
Untill than, we wont see the best of him, but he is allround the best....
