A fair point and it is definitely better than it was. However it is very much dependent on whether people get the criminal record. Lots of stuff goes on where people don't even get arrested, let alone charged, taken to court etc. And there is always young blood with clean slates ready to add a bit of colour.

I'd be surprised if English hooligans made any headlines this time around. My money is on the Germans V Poles
