Italy have a good chance to capitalize with 5 of their clubs still in Europe (Udinese have a very outside chance as well).

Really Lazio/Roma shouldn't be allowed to play in Europe while this continues to happen every time.

Or at the very least make them play their home ties behind closed doors, with the reasoning that if away fans aren't safe to visit the city, then it's fairer to have no fans at the matches.

England managed to improve the hooligan situation a great deal over past 20 yrs. Italy doesn't seem to make any progress, at least in Rome.

How can you blame the football clubs for something that happened the day before the game?

What are the clubs doing to try and stop their long-standing hooligan problem? Of course it is impossible for them to police what their fans do away from the ground, but maybe the only way to get through to these fans is to act against the club.

Let's recall that English clubs all got banned from Europe for 5 years for problems caused by certain fans only, so there is precedent for acting against clubs for things which were nothing to do with them directly. This was a big step in clearing up hooliganism in English football.

Italian football needs to do something about the Ultras and maybe they are not willing to take action until there's some outside pressure.

I am not sure how you plan to stop Roma ultras by punishing Lazio?

Apart from that, I do agree. UEFA needs to crack down on this, coz FIGC won't do anything. At the very least, make them play in empty stadiums or a neutral city for a couple of years.

So there you have it 3 French teams are out of Europe, and 2 Portuguese ones are out.
