I'm with Kimbo on Riquelme - he's very strong though, very difficult to push off the ball. 
Scholes would be up there, and a long time English contender, Teddy Sheringham.
I also think Stephen Appiah is underrated in this area.
Deco is also a worthy shout, as is Esteban Cambiasso.
