For what concerns Serie A, I definitely would pick other clubs before Chievo and Palermo.
Chievo did miracles for years but the current one is their worst season so far.
Palermo is doing ultra well, growing from a Serie B average side to one of the 5/6 best Serie A teams in four years while changing many key players every season is pretty remarkable... but also their budget is.
They are very sensible at managing their money, but they are by no means poor. Apart the Inter-Milan-Juve trio, only Fiorentina at the moment has a (slightly) greater spending power.
Also, their chairman is a madman. Zamparini is very smart, but also very moody, his compulsive coach crunching is not wise and sooner or later will backfire.
This season the best-bang-for-the-bucks in Serie A are Lazio and Empoli.
Without deductions, Lazio would be 1 point ahead of Palermo with a fraction of the budget and after years of total uncertainity.
Their president Lotito looks like a naive moron but he definitely knows what is doing.
Empoli is just 4 points behind Palermo, and is probably the smaller Serie A club around. They really are one of the best run club in Europe - honest, educated and quiet management, relaxed atmosphere... they are standing still in serie A for some good year now with basically no money.
