Many (majority?) referee's decisions is based on intepretations, for example law 12 doesn't say anything about handball not delibarate, but when it helps them securing possession or when their arms is not in natural position, which is quite aften a reason to award a penalty. We just interprate this situation differently, not the 1st time, and definitely not the last time. Seen them given = not a penalty but I've seen them given
Law 12 says a free-kick or penalty will be awarded if a player "handles the ball deliberately (except for the goalkeeper within his own penalty area)".
