Does the winner of the League Cup get a European place still?

If the winner is already in Europe does that place go to the runner up?

What if the runner up is already in Europe?

I'm asking since, say Chelsea win the cup, they wont play in the UEFA Cup since they'll qualify for the CL. Suppose Arsenal are runners up but they're in the CL too. Will there then be a playoff between Wycombe and Spurs for the UEFA Cup place or will it go to the next highest PL side?

    Can anyone clarify?

Only league Cup Winners get the place. If the winner is already in Europe the place goes to League places.
