From an Englishman's perspective, two of the EPL teams drawing each other would be bad.

I'm thinking of a different number (don't know if I'm right though).
The chance of no English encounter is :
The first English side has to draw against 7 teams, 2 of those are English so it's 5/7 chance of a non-English encounter.
The second English side now has to draw against 5 team, 1 of those is English so it's a 4/5 chance of a non-English encounter.
The third English side now automatically draws a none-English side.
So the chance of a non-English-English encounter is (5/7) * (4/5) = 20/35
The chance of an English - English encounter therefore is 1 - (20/35) = 15/35 =~ 43 %
