judging from the fact Fulham, Cardiff and Norwich are listed in the Premier league, it's from last season.

Yep a good player is puncheon for anyone outside the top 7 (though he could probably push for a place at Everton and United).

Can't say I'm a big fan of Cleverley - doesn't ever quite seem convincing - but if he regains form/confidence, he'd be an upgrade on KEA/Westwood. him, Sanchez & Delph could potentially be a good midfield trio

Not really, teams have different insurance policies and therefore different standards. Ba and his knee passed the medical at Chelsea, but had failed it at Stoke.
