The German international told BBC Sport: "Frank has played consistently at a such a high level all season.
"I don't know why he was not nominated, possible because of the bias towards Manchester United, but at Chelsea we know how good he is and that is all that matters."
Since interim manager Guus Hiddink took charge, the Blues have enjoyed a resurgence and Lampard has played a key role in their run of only one defeat in their last 13 matches.
He set up both goals with two sublime passes as Chelsea dominated a brilliant Arsenal at Wembley on Saturday to reach the FA Cup final, and put in an inspirational performance in last week's dramatic 4-4 draw with Liverpool that saw Chelsea progress to the Champions League semi-finals.

The CAPTAIN of GERMANY has said how good Frank Lampard is, and how important he is to arguably one of the best sides in the world.
"It is easy to play with Frank because he is such a good player and his talent is there for everyone to see," German captain, Michael Ballack explained. "He knows what myself and Michael have to do and whether we should be in an offensive or defensive position and because he is so talented we are able to play as well as we can. It's because of Frank.
"I play a little bit behind him because going forward he is a lot more dangerous than myself with his vision, passing range and shots from distance, as well as his timed runs into the box. But I don't have to tell him what to do. He always does the right thing because he is such a naturally talented footballer and he knows exactly how to deal with every aspect of the game, depending on where myself and Essien are.
"Frank is one of the best players in the world for sure, probaly top three at least, and I don't think there are many players in the Premier League like him or nearly as talented as him. I know that I'm approaching the end of my career now but to have that chance to play alongside Frank is really a dream come true."
