attacking players are somewhat more interchangeable than defenders, so it's not necessarily as decadent as it might seem, Chelsea will need to be competitive across all competitions though if they're all to get game time, but Arsenal and Man Utd have always had a surplus of these types of players and the cup competitions prove great springboards to the first team.
I agree though that it's an odd choice for the player, if there was interest from other top 8 clubs.

Romeu can play as DM, Ramires can play as one of the double pivots and Malouda can play CM in 4-3-3. That's about it. Their CF options aren't very impressive as well, besides Sturridge and Drogba maybe Moses could do it.
