Something like if you've played X games for a club and you tell the club within 15 days of the seasons' end you can leave on a cut price. But all the big clubs in Europe have called a truce not to use the rule, and hence why Roman wants him to pen a new deal.

Guillem Balague and Mr. Hunter and it's been mentioned in few of the papers. This was along with JM & FL to RM saga. But there is an actual rule in existence. But you have to take into various things as no. games played and how long they've been at the club.

The rule if that if you are 3 years into your contract and you are past 28 years old you can buy out the remaining bit of your contract. Why the fuck do AC and Inter want him?
Inter is full of central midfielders, most better than Lampard don't see any point of him going there.
At AC he can indeed play where Seedorf plays and pop up to score regularly from midfield but even then, not going to see many knockdowns from Ronaldo or Kaka now is he.

Lampard would be better in La Liga and Serie A because the game is more technical and a lot slower. The players in those leagues can actually control a pass, which is probably why Gerrard never joined Real Madrid when he had the chance.
