Madrid have the bigger name, and CL (European) football is an important factor for German players going abroad. But more important than anything is that he doesn't rot on the bench. He won't at Madrid, don't think in Tottenham either. But at Arsenal, there is good chance that Wenger will bench him, not necessarily because he isn't good enough. Besides, Wenger is not interested in players that have pubic hair anyway.
German players have an excellent record at Madrid (Schuster, Netzer, Breitner, Stielike etc.), but the same can be said about Tottenham (Klinsmann, Freund), that's why I'd be happy with either of them.
